What is it like to live in Bel Marin Keys? In one sentence: it is a roughly 700-home waterfront community in eastern Novato where nearly every house has a private dock, and where you can step into your boat and cruise through locks out to Novato Creek and San Pablo Bay. It is the closest thing the Bay Area has to a permanent vacation that still sits inside Novato's commute shed, and it is unlike any other neighborhood I show in Marin County.
A neighborhood built around the water
Bel Marin Keys was developed in stages from 1961 to 1985 around two man-made lagoons, each more than 100 acres, connected to the Bay through navigational locks. That lock access is the rare part: it is one of the only lagoon communities in the Bay Area where your boat can actually reach open water. Nearly every home is waterfront, streets carry Caribbean names like Bahama Reef and Calypso Shores, palm trees line the water, and the Bel Marin Keys Yacht Club, founded in 1964, anchors the social life for residents who love to boat.
What it costs
Waterfront position drives the price more than anything else. Recent sales in Bel Marin Keys have ranged from about $1.1 million to $2.8 million, with premium main-lagoon homes at the top and the value swinging on lagoon position, dock configuration, and condition. For context, Novato's overall single-family median has run around $1.2 million recently, so the Keys is a premium slice of a market that is already one of Marin's more approachable.
How the community is actually run
Bel Marin Keys is not an HOA. It is governed by the Bel Marin Keys Community Services District, a public special district created in 1961 with an elected five-member board and open public meetings, which means decisions are made in the open like any local government. The yacht club is a separate social club of residents. The community sits just east of Novato as an unincorporated part of Marin County, so county services, not city services, cover it.
The honest questions: levees, sea level, and insurance
Living on the water means taking the water seriously. Marin County has identified Bel Marin Keys as one of its most sea-level-rise-vulnerable areas, and the community has responded: residents approved a roughly $30 million parcel tax in 2024 to build taller, stronger levees and improve drainage, and the Hamilton Wetlands restoration project completed a two-mile levee in 2021 while restoring about 1,600 acres of former wetlands just east of the Keys. Marin County Flood Control District Zone 1 maintains the levees and pump stations on Novato Creek. Before you make an offer, ask about levee assessments, the home's elevation, and flood insurance, and read my article on the insurance market, because waterfront coverage needs a plan.
Who it fits
- Boaters and water lovers who will actually use the dock, the lagoon, and the Bay access every week.
- Buyers who want a perma-vacation feel: palm trees, water views, and a relaxed pace at home.
- People who understand waterfront maintenance, because docks, seawalls, and pumps are real ongoing costs.
- Commuters who can handle the drive, since the Keys sits at Novato's eastern edge, a little further from the freeway than Old Town.
I grew up in Novato and lived here for 46 years, so I have watched Bel Marin Keys change over the decades, and I know which docks, lagoons, and blocks are worth your attention. If you want to see it in person, or compare it with Hamilton, San Marin, or anywhere else in town, call me at (415) 328-2637 or send a message. Love where you live, and if that means on the water, let us find your dock.
Helpful next steps
“In Bel Marin Keys, the water is not the view, it is the front yard. That is a lifestyle, and it comes with real responsibilities.”
